U.S. To Prepare for Talks With North Korea

WASHINGTON, June 13 (UPI) -- The Bush administration is finally moving forward on talks with North Korea after nearly two months of delay.

The State Department announced Thursday that U.S. special envoy Charles Pritchard is to meet Friday in New York with the North Korean permanent representative to the United Nations, Pak Gil-Yon.

Pritchard is expected to travel to Pyonyang this month for negotiations over a host of issues outlined in a U.S. policy review released last year. While Pritchard has discussed issues relating to a 1994 agreement to build a light-water nuclear reactor for North Korea in New York before with Pak, no substantive talks between the United States and North Korea have occurred since the end of the Clinton administration in 2000.

In April the North Koreans accepted a U.S. offer to negotiate a wide range of bilateral issues including the presence of nearly 750,000 troops Pyongyang amasses on the border with South Korea and the North Korean missile exports to other countries the State Department considers sponsors of terrorism.

On Monday Assistant Secretary of State for East Asian Affairs James Kelly is to meet in San Francisco with representatives from South Korea and Japan for regularly scheduled talks to coordinate North Korea Policy.
